Cookie Run: Kingdom combines role-playing elements with a city-management RTS framework. A large part of the gameplay consists of constructing the player’s own Cookie Kingdom and stockpiling Cookies through the gacha system with which to engage in battle across several different game types.

The player is given a plot of ground at the outset of the game on which they may later construct various buildings and facilities that will make it easier to gather resources. To get access to additional tools and materials, the player should raise the elevation of the Cookie Castle, the manufacturing structures, and the Spring of Prosperity. In contrast, participants will need to build supplementary facilities for the sake of commerce or advancement.
